Information on the P68 to the A330 pilot or Scottish ATC.
Contributory: 1. The Manchester Approach controller did not
apply effective control to the P68 pilot.
2. The P68 pilot did not comply with the clearance issued
by the Manchester controller.
3. The Manchester Approach controller did not ensure
correct read-back of the P68 pilot’s clearance.
The AS350 pilot landed without clearance on an occupied

Contributory: The Swanwick controller was over loaded and
was not able to pass Traffic Information or restrict the Traffic Service before
the TCAS RA.
